Here's how:
General Garner, who was previously in charge of rebuildng in Iraq, was set to have an election of Itaqi leaders when he was kicked out and replaced by Bremer. Bremer appointed a Governing Council. He decided the Iraqis were not ready for real decision-making. But they could learn.
Many business leaders and Governing Council members were against multinationals taking over their country. However, they were pushed by the US. to allow foreign businesses to buy 100% of Iraqi businesses, except in the field of energy. American and European multinationals will become rich at the expense of Iraqis. An Iraqi monetary expert said:
"The measures which have been announced will lead to foreign domination over economic decision-making and largely sign away [Iraq's] independence."
Don't worry, the U.S. says to Iraqis, this rule is for your own good. You will eventually find out that democracy works.
To show the Iraqis how much U.S. has them in mind, the U.S. offered an $8.5 billion loan to Turkey. Now the Turkish parliament voted to send troops to help in Iraq. The Governing Council is solidly against Turkish troops entering and causing conflict with the Kurds. But the U.S. is pleased with Turkey's decision. It still thinks the Iraqis are not ready for decision-making affecting their own security.
U.S. says: Security, like economics, is too important for us to allow you to make decisions when you are not yet ready.
We are teaching the Iraqis democracy: You may discuss issues, you may argue, you may vote. But the U.S. makes the final decision.
