Evidently there are several proposals under consideration. Under one proposal we will fund construction of prisons in Afghanistan, Saudi Arabia and Yemen. The prisons will be operated by these countries. However, the U.S. State Department will monitor them for compliance with international human rights standards.
We don't want to be tarred with doing the dirty work. So we will give it to these outstanding democratic countries to handle in their inimitable way. But not to worry. We will "monitor them for compliance with international human rights standards."

Senator Richard G. Lugar, chairman of the Foreign Relations Committee meekly protested that the proposal was "a bad idea." Senator Carl Levin, the ranking Democrat on the committee, added a little more:
There must be some modicum, some semblance of due process... if you're going to detain people, whether it's for life or whether it's for years."
Yes, "due process," a phrase that slips off the tongues of politicians pretty easily. Does anybody mean it? When it comes to those labeled as "terrorists," this is nothing but talk.
What do you do when you don't have enough evidence to convict a "terrorist"? Under the policies of this administration, you keep them in jail - indefinitely. Real democracy at work!?!
