We Don't Agree, But...

An "Ownership Society" Budget

Nothing can demonstrate a president's philosophy of governing than his budget. Here he presents in stark money terms what he is for and wants to speed up, and what he is against and wants to slow down. With his 2006 budget that he has presented, President George W. Bush shows clearly what he means by an "ownership society": more for war and tax cuts to help the owners, and less for the poor and the workers.


His budget of $2.57 trillion is discussed in detail by many. I only want to point out winners and losers.

The winning programs are for building nuclear "bunker busters" and for all sorts of new hardware for war; and for tax cuts, especially for dividends, capital gains and business expenses. Business owners are more in favor of war than average guys are. Business owners also love the tax cuts, which do very little for non-owners.

The budget puts the knife to 150 programs. Among those hurt are homelessness programs, Medicaid, Food Stamps and education - all serving the poor. Farm subsidies are cut too. But this is only for show; everybody knows the farm subsidies will not suffer much. But the poor, who don't own much, will suffer.

The budget was submitted with fanfare and the president declared it was "fair." Even if you believe in the "ownership society," how can you call this budget fair? The budget does not include money for the wars in Afghanistan and Iraq, expected tax cuts, and the cost of the Social Security privatization program. Is this why Bush is called a "moral" leader?
